It’s the picture of a deaf and dumb guy that rides a keke for a living .He puts a notice ‘’I AM DEAF, PLEASE TOUCH ME TO STOP & PAY ME’’.

Someone confirmed in a comment that he is not only deaf but dumb. See comment after the cut….
